This is one of his many attempts to show us all how much more intelligent he is than the rest of us plebes by using legalese.

What he really means is "redacted," a word which most of us peasants on Topix actually know and use correctly.
He is simply bastardizing the legal term "in camera" - from the Cornell Law School site: "A Latin term literally meaning 'in chambers' but carrying the meaning 'in private'. This refers to portions of a case that are held in private before a judge. The press and the public are not allowed to take part.
DEFINITION FROM NOLO’S PLAIN-ENGLISH LAW DICTIONARY
Latin for 'in chambers.' A legal proceeding is in camera when a hearing is held before the judge in private chambers or when the public is excluded from the courtroom. Proceedings are often held in camera to protect victims and witnesses from public exposure, especially if the victim or witness is a child."
