Atwoods call was not til 19:43 so that explains NOTHING.
19:42 was time of tone for FD and EMS.
SOP is for all apparatus to respond to a MV accident. Often times equip is called back IF NOT NEEDED.
What IF Maura had sustained a head injury and because EMS rescue was called 13 minutes later.
THIS COULD MEAN THE DIFFERENCE BETWEEN LIFE AND DEATH.
SO.....WHO MADE THIS DECISION AND WHY.......?
EMS and FD were toned at 19:42 and arrived at 19:57 so this makes......
30 minutes from the time of the accident until Maura WOULD HAVE RECIEVED TREATMENT.

Yeah the detective is prone to these things, and someone always has to ask for further explanation, just to be sure that it is nothing new or unknown, but in reality until he expands on it, we don't bother about it much.
