You would think, wouldn't you?

Only call 911 if there's an emergency.

If I saw a car off the road and one of my neighbors was helping, I'm not sure I'd call 911.

Assuming I knew the neighbor.

Then again I might. But probably not 911, maybe the local,police non-emergency number.

911 implies a serious, urgent emergency -- not just a car that went off the road and a neighbor is helping.

But that's just my thinking.
