Former HPD Sergeant Cecil Smith appointed to permanent chief

HAVERHILL-Cecil Smith, the ranking officer on the Haverhill Police Department has been appointed chief of the department by Town Manager Glenn English this week, with unanimous approval by the five Haverhill selectmen. He also signed a three-year contract with the town.

The action came on Monday night upon the recommendation by English that the department should now be operating with a full time chief and Smith was qualified to do it and was interested in taking the job.

Smith had been acting chief, appointed last month by English after the former Chief, Jeffrey Williams submitted his letter of resignation after being charged with driving while intoxicated by the New Hampshire State Police.

The new chief is a former Major of the US Army, retiring in 1992 after 20 years service. He joined the police department in July 1995, was promoted to Corporal in 1997 and elevated to Sergeant in 2001.

His military career took him to bases throughout the world as an Asian Intelligence Specialist.

Smith said in an interview with the Bridge Weekly Sho-Case on Monday night that he had thought of retiring next August, but when the vacancy for chief became available he decided he wanted to be considered for the job.

He said he will plan to implement some personnel changes within the department. He said there are now two corporals, Walter Trott and Byron Charles hwo act as patrol supervisors in the six man department. He said he plans to use the corporals not only as patrol supervisors, but also as investigators to follow up on felony and high level misdemeanor cases.

Smith will continue the chief's position as a working chief, in that he will also go out on patrols, plus be available for administrative duties. He told selectmen earlier in the evening during his budget presentation to the board that he presently has enough money in his police budget to fund the seventh position, the one vacated when the former chief resigned.

He said he will be looking to hire part time officers to fill the job, rather than a full time officer. That way, he and the training officers can get a look at how the part timer operates before he is hired permanently by the town.

Three years ago, the department asked for an eighth officer. They had the same request two years ago and on both occasions were unable to gain much enthusiasm from either the budget committee or selectmen. Last year the request for an eighth officer was shelved.

Smith said this week he will study the eight man department proposal and may approach the board with that request. He said he might possibly be doing this because of the nature of the crimes being committed in Haverhill.

He said Haverhill has had several murders over the years and the nature of criminal action is changing, from what was a usual Saturday night beating to a murder. And it was pointed out earlier by Town Manager English that the crime rates are climbing in town because of the poor economy.

Other officers on the department serving with Chief Smith and Corporals Trott and Charles are Brandon Ailing, Robert Martin and Greg Collins.

Police also noted that Murray had enough food and other items in her car to suggest she might be taking a short getaway vacation.
Murray is described as 5 feet 7 inches tall, 120 pounds, with brown hair and blue-green eyes. She was last seen wearing a dark coat and jeans and carrying a black backpack and Samsung cell phone.

My thoughts are how do they know she was carring her phone. And the backpack for that matter. Did someone claim to see her walk away from her car because the W-Mans only state that she had just been there 1-2 minutes before police arrived.
I recall a claim of footprints being in one of the neighbors yards too, found on the night of Maura missing.
Thinking about Chris Flynn today, he's still missing. His van was found in the thick mud on Sinclair road, a road that doesn't go all the way through.
Maybe Sinclair road holds more clues associated with other odd happenings. Maybe there are things deep within that could speak volumes.
Maura's car could have been heading there.
I know it's a real stretch to say that There could be more to this, but oh well. Seems odd and might be deliberate?
The video stories seem to be untrue. It's never clear and the family has not even seen these reported last sightings in MA of Maura.
There was a receipt found in the car, big deal. The wine wasn't on it, but was in the car (they think),from the Saturday night party. So was a bottle of beer on the floor in the back. For someone who didn't drive the car, it seems out of place. Maura was spotted with a bag of beer CANS is what I've read all along. Maybe cashing them in, but why a lone bottle to roll around and possibly get yourself in trouble? The slightly rolled down window too might suggest a passenger in the back.
Did Maura send those emails? Is it too late to go back and see? Did she even leave on her own accord? Was her car getting dumped?
Just thinking again about how faint a picture we have here.

Good to hear from you, and a thought-provoking post there, which really sums up how much is perhaps being assumed in Maura´s case.
As has been stated many times before, we can´t even be really sure that it was actually Maura that the school bus driver saw that night at the Saturn.
The disputed scanner calls regarding a possible first accident involving Maura (?) and the mysterious red truck observed by witness RO in Swiftwater are also big questionmarks here.

I´m glad you also brought up the disturbing Christopher Flynn vanishing case, of which I haven´t been able to track down any news whatsoever for several months.
Are there any known updates out there?

And to conclude, I don´t think I´m the only one here who would be keen to get back to discussing Maura on this forum. No offence intended, by the way.

Backwards logic. It should be believed that it was Maura seen at the crash driving Maura's car until proven otherwise. The mental masturbation about it not being Maura is cute, its great fun for conspiracy theory but it doesn't hold up under any scrutiny. At least nothing presented so far.

with no witnesses to verify the information you present above, this is yet another attempt to bend partial information to fit a contrived scenario, at least imo.
i am more interested in who knows what about her motivation for leaving UMASS.
i am also equally interested in her disappearing without a trace....no evidence of a struggle. further, that her body has not been discovered in over 6 years, can it be assumed she is alive and ran away?
once again, there is a separate thread to discuss Christopher Flynn.

Remember on the Discover program, friends said one day Maura took off on her own and spent the day in Boston. They were worried sick because at the time, they spent most free time together and were pretty upset Maura would do that to them.
And then there are the friends from college and work that say Maura NEVER spoke of her friends growing up. That Maura kept to herself and was pretty shy until she hit legal age.
Kathleen claims that she and the other sister Julie knew Maura best and that if something were wrong, they would know. JMO here, but I never heard much from Julie. Just that she walked the same road where the Saturn was found and that she figured Maura would be pretty scared that night. OK, but according to Billy and his extended family, Maura was fearless and would just take off running in any of the places they may be, areas good or bad.

it is because i have a sense of logic, and location, in my mind, doesn't trump the more important issue of the reason(s) motivating maura to leave/run away from UMASS, her family and her friends.
i also believe information behind her leaving UMASS has been withheld in order to craft a theory about maura's being abducted, when there is no evidence that abduction occurred. more likely, withholding information about her past has been intended to protect her reputation, such that judgments won't be made against her.
there has been a constant push to blame NH residents and to integrate partial information and unproven facts to connect the dots to other incidences of violence in the area where she disappeared.
i am not convinced she was abducted or the victim of violent crime, and i won't buy what you're selling.

They are both still missing under mysterious circumstances. Both from Massachusetts. That is my sense of Logic.
