Your question is an excellent one. Repeat your question several times to yourself. Get a piece of paper and write down every idea you can think of as to why Maura might have hesitated to phone police. I know Bill believes she was most likely drunk and did not want police to find her. So we have Bill's idea. However, try to come up with some other reasons as to why Maura may have decided against calling le. One possibility seems obvious, but let's not restrict our thoughts.
